In an era of mass incarceration, corrections face significant challenges, such as inmate mistreatment, poor confinement conditions, and unpreparedness for reentry. Solutions often focus on individual correctional officers—removing "rotten apples." However, this approach overlooks the systemic issues within correctional institutions.
