Kristina Heußner studies the structures and the functions of information systems, their legal organization and those questions pertaining to data protection, legal protection and liability with which citizens and companies are confronted by information systems.

A regular exchange of information is essential for effective administration in the European Union. Thus, the authorities responsible in the Community Member States are provided with the information they require in order to carry out administrative measures which are indicated by Community law or to prepare Community policies. . The number of information systems, which are a special kind of inter-administrative cooperation, is on the rise. Information systems can satisfy the increasing need for information more efficiently than other limited information obligations.
