There are many refinements of monitoring and the allocation of water which are needed such as ensuring that environmental flows are catered for in catchment plans and are then provided for in practice. Enforcement of laws and regulations is generally ineffective, and there is a lack of collaborative effort to ensure that the environment is protected.
