People thought that the Tanzanian government did not initiate that, but the American government. The sad part is that the people too were not involved in the campaign. Instead, they received mosquito nets freely even when that was not their major problem. At the end of the day, people misused those nets and hence the whole plan of eradicating malaria turned into a dream-people did not define their problems nor set their own solutions...
