The present version is the English translation, completed under the Translation Project of Chinese Academic Works sponsored by the Chinese Fund for the Humanities and Social Sciences (with some sections abbreviated).

The book's target audience primarily falls into two categories: those interested in traditional Chinese legal culture and the legal cultures of East Asian countries such as Japan, Korea, and Vietnam, and those who wish to conduct further in-depth research on the legal concepts, legal systems, legal institutions, legal procedures, legal education, and legal research of China and East Asian countries, as well as their characteristics and essence.

He Qinhua is a top-tier expert in Chinese legal history. He is the former president of East China University of Political Science and Law, the current president of the National Association for the Study of Foreign Legal History, and the vice president of the China Judicial Research Society. He has published over 100 works and more than 200 research papers in top journals. He has been titled as the "Top Ten Outstanding Young and Middle-aged Jurists in China" and "National Famous Teachers", and enjoys a special allowance from the State Council. He has studied twice abroad at the Law Faculty, University of Tokyo.
