Tim Kerstges develops a model for the professional law of lawyers which, starting from the determinations of constitutional and European Union law, offers tangible criteria for the determination of the territorial scope of application of norms in their public law dimensions. In its basic conception, this model is not only applicable to the professional law of lawyers but can also be transferred to other areas of public international law.

The law of application has always been a domain of private international law, yet its public law dimension has so far received little attention in research and jurisprudence. Sometimes, public international law is even denied its right to exist on the grounds that German authorities apply German law per se. This is too short-sighted, finds Tim Kerstges. He develops a model for the professional law of lawyers which, starting from the determinations of constitutional and European Union law, offers tangible criteria for the determination of the territorial scope of application of norms in their public law dimensions.
