Despite intense discussion about the participation of individuals in criminal activity within hierarchies, a convincing solution to the problem has not been offered until now. The result of Hernán Orozco's critical analysis of current legal doctrine on the matter is an innovative two-stage model of co-responsibility that provides an adequate explanation and distribution of criminal responsibility.
