The rail reform of 1994 fundamentally reorganized the roles of the market and the state in the railway sector. The reform takes its place in the 180 year history of the railway, which has seen various forms of organization between market and state. This conference volume illuminates the tension and shows that the clear division between economic goals and statutory tasks can not be taken for granted.
