At the top of the federal government's agenda in 1954 was regaining sovereignty. The main focus was on the European Defense Community and the associated Bonn Convention taking effect. A new solution was found with the Paris agreements of October 23. Central topics also included the German question, a regulation for the Saar region, and a number of problems stemming from the time of the Second World War.
