The Author: Michael Engel is Professor of Political Science at Westfield State College, Westfield, Massachusetts. He received his Ph.D. from the City University of New York. Professor Engel has published articles and presented numerous conference papers on state and local public policy issues. Active in local politics in Easthampton, Massachusetts, he has been elected to several town offices and has been extensively involved in political and community organizing.
