I believe that one way we can start to achieve this is by strengthening the Finance Ministers' G-20, and perhaps advancing a similar concept to the Leaders' level. In October 2003, I met with Anne-Marie Slaughter at a meeting organized by The Centre for International Governance Innovation in Waterloo, Ontario, where we discussed this concept in great detail.
